Symptom:
CUCDM not unassociating phone from user

Conditions:
Sometimes, when trying to un-associate phone from user, the transaction is successful but the phone is still associated with the user. The result of the transaction is printed as following:

Steps to reproduce:
1) fo to location administration-> end users
2) click end user and go to 'associate device'
3) click 'un-associate' next to the listed phone
