Description (partial)

Symptom:
When giving shut/no shut to an interface, high cpu status appears and continues for a few mins with IP Connected Routes process.

Conditions:
- HSRP groups are configured on the interface to shut/no shut, AND
- One of the interface on the router has ip address with mask less than 24 bit.
