Description (partial)

Symptom:The Cisco ASR9000 does not send the following message back to the source:
Internet Control Message Protocol (ICMP) destination unreachable/fragmentation needed under MPLS environment.

Conditions:The issue is observed on Cisco ASR9000 and MPLS configuration is running,
moreover it meets all of the following conditions.

1. Ingress Interface MTU is bigger than Egress Interface MTU
2. Ingress LC and Egress LC are different LC.
3. Engress LC is Trident LC.The issue is observed on Cisco ASR9000 and it uses MPLS configuration.
