Description (partial)

Symptom:
After executing command "clear counters", MIBs CbQoSCMDropByte and CbQoSCMDropPkt for policed class is cleared to 0. Expected behavior is, that clearing counters does not affect MIBs  CbQoSCMDropByte and CbQoSCMDropPkt.

Conditions:
Affects only policed class.
