Description (partial)

Symptom:
Activating parent VTG, in a two layer nested VTG, with a common channel, after ipics failover causes audio loop.

Conditions:
In an IPICS HA system, add and save a two layer nested VTG, parent and child, with a common channel as their participant on primary IPICS server. Active the child VTG on IPICS primary server. Invoke IPICS failover to the secondary server. When secondary IPICS server get activated, activate the parent VTG. The audio loop will occur among the participants of the VTG's.
