MIO-DEMUX: new eHRPD PDN takes 2 minutes after MIO failure

In the demux MIO configuration, the active MIO was failed, triggering failure to MIO6:
card fail 5 0 device cpu0 reason card-available-fail severity major

No calls were active on the chassis at the time failure of MIO5.
At this point, an eHRPD PDN was attempted.
It took 2 minutes before this PDN could successfully establish (retries occurring every 2 seconds).

AMIO5 fails at this time in log:

The 1st message seen from sessctrl is at the below time (almost 2 minutes later):
