Description (partial)

Fail to upload custom Announcements or MoH files.
You receive following error : "The .wav file could not be translated by the Audio Translator Application"
After the upgrade, the file and directory ownership and access rights are incorrect and causing the Audio Translation to fail when attempting to create the transcoded codec wav files.

This can occur after an upgrade and where a backup/restore must be completed.
This issue is seen after upgrade to 9.1 and 10.0
