Summary:
Set video capabilities as N, the setting still have video related

Step to reproduce:
1. User A log in CUP in Android Jabber. 
2. Log in Admin, go to phone->BoT device->video capabilities=Disable.
3. Check setting, there is still video function in Audio and video.
4. Make call ,there is only audio call.

expect result:
the setting should Not have the video function in audio and video.
