Description (partial)

Symptom:
In case of some model of SFP, inserting and removing them in quick succession
can cause the read to fail mid-way with nack errors, and the probing of supported
speeds will fail. This causes port to not come up, and "speed not supported by
transceiver" error will be seen, since correct speed was not read from sfp sprom.

Conditions:
Certain model SFP are removed and reinserted.
