Description (partial)

Symptom:
Upgrade to 9.x and 10.x from older release with a VERY LARGE DB fails due to timeout in DB RU phase

Conditions:
VERY LARGE DB upgrade to 9.x or 10.x.  Sample was 160K users and 60K - 70K devices. if destination version is prior to 10.0(1.10000-24), counts may significantly lower.  Note please verify VMware setting and health prior to considering this a bug.  Bad VMWare configuration will produce similar symptoms, but should be resolved independently to avoid future issues.
