Description (partial)

Symptom:
When the computer boots, the 'vpnagent' service starts and repeatedly times out as seen in the Windows event logs.  It takes over 20 minutes to boot the computer when the 'vpnagent' process is allowed to start during bootup. If the 'vpnagent' service is manually stopped (or only started after a full bootup), then the computer is not delayed when booting up. The following error shows up in the Windows event viewer logs repeatedly during the boot of the computer:

Timeout (30000 milliseconds) waiting for a transaction response from the vpnagent service.

Conditions:
-Windows computer allows 'vpnagent' process to automatically start during bootup.
-The issue has been documented with  AnyConnect 3.1.04063
-Issue has been seen on Windows XP
