Symptom:
Access to domains using HTTP PATCH method will not work through Cisco Web Security appliance when WSA is used as an explicit proxy

Conditions:
WSA is used as proxy in browser settings or configured as proxy via PAC file
&
Websites/domains use HTTP PATCH method
