Symptom:
The following crash is reported when using first-n radius accounting algorithm is used along with different max-rate configurations for different accounting servers.

Conditions:
This issue occurs only when the following 2 configurations are used together. 

first-n accounting algorithm and different max-rate for the servers

      radius accounting algorithm first-n 2

      radius mediation-device accounting server 192.105.3.4 key 1 port 1813 max-rate 100
      radius mediation-device accounting server 192.105.3.3 key 1 port 1813 max-rate 200
