Description (partial)

Symptom:
FC Path loss due to VLAN in FCoE in not enabled state. FCoE vfc interfaces will be down.

Conditions:
Conflict in the FCoE VLAN id with one of the regular VLANs.

When a LAN deploy FSM runs with the conflict in place, the VLAN will be considered as a Ethernet VLAN and its FCoE property gets deleted (via 'no fcoe vsan' CLI) and the FCoE VLAN gets into this state.
