Description (partial)

Symptom:
This is an enhancement request to separate the authentication method used for persistent ssh/telnet from the method used for normal ssh/telnet. This is because persistent ssh requires local authentication to work, whereas normal ssh/telnet does not.

Conditions:
using both persistent ssh/telent and normal ssh/telnet on an ASR
