Description (partial)

Symptom:
When unreferenced content is set to PASS, some PIDs of an unreferenced service do not have a content.

Conditions:
The following configuration steps cause this symptom:

1. Unreferenced content is set to DROP. 
2. Service A is assigned to one of Program Entries. 
3. Another Service B, with different PCR mapping (i.e. Service A has PCR on Video PID, when Service B has PCR on one of Audio PIDs)  is assigned to the same Program Entry.
4. Service A is assigned to the same Program Entry again.
5. TS Output changed to PASS unreferenced content.
