Description (partial)

Symptom:
having an implicit or explicit BE & BC values as equal in color-aware policer configuration makes policer work incorrectly.

Conditions:
Have a color-aware policer configuration such that BE & BC values are equal. This can be done by having a PIR setting < 256K (which makes BE=8000 & BC=8000) or explicitly configuring equal values for BE and BC.
