Description (partial)

Symptom:
Unable to ping directly connected SVI interface from PC when mac acl is applied on the interface 
(mac acl permits the PC mac )
For eg: 
mac access-list extended test
permit host xxxx.xxxx.xxxx.xxxx any

Conditions:
The issue is triggered by 
- shut / no shut of interface connected to the PC 
- reload of the switch 
- removing the acl clearing the arp and reapplying the mac acl on the interface
