Description (partial)

AnyConnect client running on Apple Smartdevice (iPhone and iPad) fails to connect to backup IOS IPsecHeadEnd gateway when primary IOS IPsecHeadEnd gateway is not reachable.

So from the screen shots of the iPhone it shows: "CONNECTING"
Then it asks for your credentials (user enters credentials).
Then it disconnects after a period of some time.
You never see a the iPhone screen show "CONNECTED"?

IPhone Anyconnect Message logs shows connected.
IOS Gateway may show connection established as well.
