Description (partial)

Symptom:
Complete Transfer Button does not appear 100% for blind transfer

Conditions:
Complete Transfer button appears only 40%-50% of the time for blind transfer feature

Steps:
- Jabber1 places a call to DN2 FROM JABBER DIALPAD
- Jabber1 - select + More > "transfer" softkey
- Jabber1 - dial Jabber3 number to transfer a call


CURRENT BEHAVIOR: 
while the call is ringing user does not see the "complete transfer" button to do blind transfer

EXPECTED BEHAVIOR: 
while the call is ringing user should see  the "complete transfer" button appear
