Description (partial)

Symptom:
the unauthorized Session will not get disconnected on BNG, even after receiving account-logoff. One need to send coa-pod to disconnect the session. After resolving the bug, the configured(or default ) action will take place for all subscriber for account logoff event.

Conditions:
Session in UnAuthenticated state & BNG receiving account-logoff to disconnect the "UnAuthenticated" session (i.e., it can be a successfully Authorized session, but unAuthenticated).
Only Authenticated subscribers will get Disconnected.
Authorized (but not Authenticated) subscribers will continue to stay UP without getting disconnected.
