Description (partial)

Symptom:
Due to network congestion, certain endpoints could trigger a high rate of SIP INFO messages, that causes  a memory leak on CTX.

Conditions:
Over the top PolyCom endpoints usually have been seen to generate SIP INFO messages when interworking with TelePresense Server 3.x.
