Description (partial)

Symptom:
PADR packet will be dropped if the (peer-mac, host-uniq tag, bba-group) matched  to an established pppoe session, even if  the PADR packets and the established session are in different subscriber interface.  Which cause new PPPoE session fail to come up on different subscriber interface. 

the debug pppoe output will print the similar error below.

Session established cannot re-send PADS for duplicate PADR with host-uniq tag: No error

peer-mac xxxx.xxxx.xxxx

Conditions:
(peer-mac, host-uniq tag, bba-group) matched  to an established pppoe session, even if  the PADR packets and the established session are in different subscriber interface.
