Description (partial)

Symptom:
Operators cannot update Virtual Resources if "public" option enabled.  If "public" is not enabled, can edit Virtual Resources

Conditions:
Create workgroup: AAA
Create Interactiver User: Dummy
Provide Operator Security Policy to Dummy.
Add Dummy to Workgroup AAA
Create VR1 with AAA as owner and make public.
Create VR2 with AAA as owner and do not make public.

Impersonate Dummy.
Edit VR1 and click OK.  Get error:

exception:java.lang.reflect.InvocationTargetException
reason:
description:Error: Impersonation User [ID=1805] did not authorize to access this Resource object to execute UpdateObject operation.  Cannot make the record to public or modify the public setting.

Edit VR2 and click OK.  Works.

Should be able to edit VR when public.

Log in as Dummy.
Edit VR1 and click OK. Get error:

Edit VR2 and click OK.  Works.
