Description (partial)

Symptom:
When used on video calls, the external camera (C920) will occasionally send out a data burst that doubles the bandwidth configured for the camera.  For example, in a 1080p call, configured for 4 Meg, the C920 may send out bursts that take as much as 8-10 Meg of bandwidth.

Conditions:
The external camera (C920) must be in use for the video call.
