Symptom:
All ISIS and OSPF neighbourship flap during a shut on SVI

Conditions:
we have 4500 peering with ASR9922 and other 4500-X
Nieghbours from 4500 to ASR9922 is over vlan 100, and between 4500 is over PC 10. We have 24 more neighbourship simulated on 4500-1 using ixia.
we have 26 ISIS and OSPF neighbours. 
We have 20 Gig of North bound IPv4 & IPv6 North bound traffic to ASR9k.
We have 60 Gig of traffic IPv4 & IPv6 destined to 4500x from ASR9k.
We have 20 gig of multicast traffic that's replicated to 150 Gig in the 4500x
issue is seen when the traffic is sent across 4500 and shut the SVI vlan 100.
