Description (partial)

Symptom:
Non Admin user is able to start/stop Cxn services.

Conditions:
1.               Give admin rights to any voicemail user
2.                Login with the user.
3.	While user still logged-in remove admin privileges from another browser.
4.	Try to access any page of CUCA, the user get not authorized error(correct behavior).
5.	Go to Connection Serviceability.
6.	Try to change macro/micro trace level, user get not authorized error(correct behavior).
7.	Go to tools -> Service Management.
8.	Stop any service. The page is not displayed, gives 'internal error' in case of SAML & page not displayed in normal Cxn.
9.	Press the back button/refresh, the service is stopped
