Description (partial)

Symptom:
HCS deployment where administrator pushes Remote destination Profile via CUCDM (Cisco Unified Communications Domain Manager) to CUCM.

The Transactions are sent over AXL. Once the configuration is pushed, on the CUCM it can be verified that RDP is configured correctly. 

However, if an end-user with RDP profile receives a call, it doesn't ring on his/her remote destination and CUCM (9.1.1) SDL logs show "SNR not working" error in the traces.

Conditions:
1- HCS deployment.
2- CUCM version 9.1.1-10000-11
3- CUCDM - 8.6.1.x
