Description (partial)

Symptom:
While applying acl with L4 protocol filtering, aclmgr crashes frequently causing switch overr and vdc reload
it will happend when we have "stale" entries in the state-cache.
by issuing show command - "show system internal aclmgr state-cache" , we will see state-cache entries in the aclmgr.

Conditions:
applying L4 Protocol ACL to interface with stale entry
