Description (partial)

Symptom: Licensing auto update process CPUHogs/Tracebacks seen while running regression suites.
Conditions: The CPUHOG will occur when memory traceback CLI are configured, which is as expected. Also an warning is displayed when memory CLI configuration is applied.
