Description (partial)

Symptom:
Currently CUCM supports two format of time zone data, tzupdater.jar (RT and TNP uses it) and csv file (RTL uses it). And now we have a new phone that runs on IBM J9 (JVM), which needs new file to support update of the time zone.

Conditions:
When the following phone models are used -
 78xx Series: 7821, 7841 and 7861.
 88xx Series: 88XX (8841,8851,8861)

7821 Registration Issue....
