Description (partial)

Symptom:
Traffic stops on working node post SSO with stateful MLPPP MR-APS, after switching to protect and then switching back to working node.

Conditions:
When APS s/w is performed from working node to protect node by SSO and then back to working node by doing shut/no shut on protect controller, traffic stops flowing on working node.
