Description (partial)

Symptom:
PGW is dropping packets in Uplink direction after GGSN->PGW handover scenario

Conditions:
+ The symptom happens only GGSN->PGW handover scenario for non-Gx calls.
+ The GGSN call is traffic policing enabled by QoS profile in CPC and after handover the setting remains.
+ Another condition to meet this symptom is, we need user traffic. If there is no user traffic, the symptom doesn't appear, the traffic policing is disabled after handover.
+ After handover, seems the peak rate and action info remains although the CLI output shows peak rate is 0 and violate action is transmit.
+ Actually user traffic gets dropped by traffic policing after handover.
+ Version is 14.0 (50083)
