Cannot set virtual devices to BIOS boot order after factory default BMC

Symptom:Virtual devices failed to be set into boot orders after factory default BMC
Conditions:1. Log in cimc console.
2. Scope to cimc, issue factory default .
3. Scope to chassis, issue power hard-reset.
4. Scope to bios, show actual boot orders.
5. After step 4, virtual devices have been removed in boot orders.
6. Set virtual devices CDROM and FDD into boot orders.
7. Issue power hard-reset again.
8. After step 7, virtual devices failed to be set into boot orders.
