Description (partial)

Symptom:
The line card crashes after its memory is exhausted and the following error message is observed:
SLOT 8/1: Sep 15 09:16:12.053 CST: %SYS-2-MALLOCFAIL: Memory allocation of 1708 bytes failed from 0x26C94A4, alignment 32 
Pool: I/O  Free: 6683440  Cause: Memory fragmentation

Conditions:
This issue occurs on the Cisco CMTS when the following configurations are performed:
1. Early Authentication and Encryption (EAE) or Baseline Privacy Interface Plus (BPI+) is configured under MAC domain using the "cable privacy" command
2. Approximately 5000 modems come online
3. Route Processor switchover is performed
