Description (partial)

Symptom:
Wireless clients are dropping packets sent by AP with markings of WLAN fragment number 12 (wlan.frag == 12). These packets are not actual fragments since packets also show "wlan.fc.frag == 0", meaning no more additional fragments of same frame will be sent.

Conditions:
Client roams to an affected AP 3500 running 7.3.101.0, ARP requests for default gateway, and ARP responses from AP are consistently dropped by client.
