Description (partial)

"show npumgr flow-control" indicated port-counter (RFD) values were high for ports, which caused ethernet PAUSE frames to be sent to the far end, effectively blocking traffic.  Close inspection of the "show npumgr exception detail" for the same MNPU showed an imbalance between the IP fragment SOP (start of packet) and EOP (end of packet), which suggested fragments for the same IP reassembly "flow" were arriving on different ports.  "show npumgr exception detail" also showed the presence of "rebuild_ctx_error", which is a symptom of IP reassembly problems.
