Description (partial)

Symptom:
After flapping FEX interface is going to errdisable state as expected but after 1 min it recovers even with "no errdisable recovery cause link-flap" configured by default.

Some times it did not recover by itself.

Conditions:
2 x Nexus 6000 running 6.0(2)N1(2a)  in a VPC and dual-homed Fex attached.

 After flapping FEX interface is going to errdisable state as expected but after 1 min it recovers even with "no errdisable recovery cause link-flap" configured by default.
Also seen with 2X5548 and with 2X5596  with 6.0(2)N2(7) code;
