Description (partial)

Symptom:
Scenario:
- AP1 and AP2 in FlexConnect mode
- SSID with Local Switching enabled
- Client1 and Client2 are associated to AP1
- The APs lose connectivity to the WLC and switch to standalone mode
- Client1 stays on AP1, while Client2 roams to AP2

At this point Client1 and Client2 keep on reaching the outside network (def.gw and beyond), but they cannot talk to each other till the Client2 entry on AP1 expires (idle timeout).

Conditions:
Issue found and reproduced on 7.4.100.60 code, other versions may be also affected.
