Description (partial)

Symptom:
Deleting job with jobmst_id=0 causes all jobs to be marked as dirty

Conditions:
Customer , with 5.3.1, got a jobmst_id=0 in their Admiral database.  They were able to launch the Tidal client and operate normally.  They disabled the job and then deleted it through the Client.  This marked ALLl jobs as dirty.
