Description (partial)

Symptom:
after device is reset from admin UI, jabber client takes 45 sec - 2 mints to register back.

Jabber client immediately tries to register back w/ UCM after reset. 
if the register attempt falls within the time UCM takes to initialize the device, UCM responds back w/ 488. 
hence, jabber client takes 45 sec - 2 mints to register back w/ UCM.

Conditions:
jabber client already registered w/ CUCM is reset from admin UI.
