Description (partial)

Symptom:
PGW is sending DNS and P-CSCF addresses in following order. 

When requested PDN-TYPE is IPV4 PGW is sending IPV6 DNS and P-CSCF ip addresses followed by IPV4 DNS and P-CSCF addresses.

Conditions:
In this case, the UE sent PDN connectivity request with type = IPv4v6 (which is correct) and as a request the UE in same PDN connectivity request requested the IPv6 and IPv4 IP's for DNS and P-CSCF (which is correct).
-        MME changed PDN type to IPv4, which is a legitimate change. It did not alter PCO which seems to align with TS 24.008 section 6.1.3.7 that PCO should be transparent to MME.
-        Subsequently, PGW received a request to create PDN of type IPv4. Per TS 24.229 B.2.2.1 PGW should respond to P-CSCF discovery with P-CSCF in priority order. 
- Based on PDN-type of IPv4 only P-CSCF IPv4 address should be sent in CSresponse
