Description (partial)

Customer: Teletrend is trying to backup and restore via Settings manager component of NMS.
Tools works fine for ROSA EM but fails for RFGWs and TITAN MKIIs
RFGW V03.01.08 & 06.01.06
SettingsMgmtTrace shows that backup and restore is completed successfully but new settings are not applied in RFGW, and for TITAN MKII Service Manager fails by giving exception.

Problem is reproduced in TAC lab.

RFGW1: The last restore information time is not getting updated. The actual restore operation is working fine.
Titan MKII: Reproducible if the degree symbol is in the ROSA units name or units location name.
