Description (partial)

Symptom:
The fabric links are not coming up in CRS-FCC-SFC-140 Revision 03. The S2 board keeps reloading. Once the node reload attempt reaches the maximum threshold, the board is put into IN-RESET state.

Conditions:
While bringing up the new CRS-FCC-SFC-140 Rev.03, the S2 board keeps reloading due to abnormal termination of sfe_drvr process. The sfe_drvr process recognizes only the rev.01 & rev.02 of CRS-FCC-SFC-140.
It does not recognize the rev.03. Due to which the sfe_drvr process exits abnormally. Once the sfe_drvr process restart count reaches the maximum restart threshold, the node is reloaded.
When the node reload attempt reaches the maximum threshold, the node is put into IN-RESET state.
