Description (partial)

Symptom:
DHCP Server is using lots of CPU time (one thread is looping).

Conditions:
A GetDHCPRelatedServer request may have been issued specifying a server-type and one or more servers not of the requested type exist. This will also cause any other messages to the DHCP server via CCMSRV to be blocked until CCMSRV times out waiting.
