Description (partial)

Symptom:
TCP bandwidth drops by ~ 60% (compared to no VSG applied) when a port-profile with VSG is configured on the Egress side.

Conditions:
The issue is seen when all the below conditions are met:
* The source and destination VMs are on separate hosts.
* The uplink is a 10Gb uplink.
* A port-profile with VSG service is configured on the destination host.
* TCP traffic is sent using iperf (Transfer occurs over a single connection)
