Description (partial)

Symptom:
qos-ea is blocked. QoS policy apply is rejected.  Subscriber sessions with QoS applied at bring up will fail to come up.

Conditions:
prm_server process is restarted when qos-ea is processing QoS policy apply/remove/modify.
