Symptom:
Not able to add client association limit if more than 4k

Conditions:
Build:3.12.0.3

Create wlan and configure cleint association limit under it ,and try to give value more than 4000,then it will throw error,it should take this value

Below have live example

JKCR-MC1(config)#wlan sachin-45
JKCR-MC1(config-wlan)#client association limit ?
  <0-12000>  Configure maximum client connections per WLAN
  ap         Configure maximum client connections per AP per WLAN
  radio      Configure maximum client connections per AP Radio per WLAN

JKCR-MC1(config-wlan)#client association limit 4001
% Property values constraint violation
JKCR-MC1(config-wlan)#


This issue seeing only with katana

Expected behavior-It should take value till 12k and if we more than 12k then it will throw error
