Description (partial)

Symptom:
T40 acts as a PE router with LDP enabled on it. It peers with a CISCO 7200 series router forming a MP-BGP VPNV4 

neighborship. Since, the path through which a IP packet traverses through the network is LSP, every IP packet is attached with a 

label in the mpls header. However, when a IP packet is sent using a ping to a ldp interface on peer CISCO router, there is no mpls 

header seen and hence no labels attached. Hence the ping fails.

Conditions:
This condition is observed when ST40 acts as a PE router peering with a CISCO 7200 PE router.
