Description (partial)

Symptom:
VPC+ Secondary switch may incorrectly claim to be the STP root

Conditions:
This is observed on Nexus 5500 and Nexus 7000 where:
- VPC+ is used on Fabricpath edge
- MST is used
- None of the Fabricpath VLANs are mapped to MST instance 0 so the VPC+ switches are using their physical STP switch ID for MST0
- The real MST0 real root is either the VPC+ primary switch or behind a VPC+ port-channel
